Ukraine: Recent measures to support CSO registration, delivery of humanitarian aid and tax benefits

Summary of the developments affecting the environment in which civil society works, even during martial law (update as of March 25).

In the area of Freedom of Association:

1.    CSOs can register through the Diia Portal
The Unified State Register of Legal Entities, Private Entrepreneurs, and CSOs has resumed registration via the Diia portal. Until now, the registers were not functional, to protect citizens` data from cyberattacks. With the renewed Diia portal, CSOs can register in approximately 10 minutes. The steps include logging in via https://diia.gov.ua/services/reyestraciya-fop; and filling out an online form. Then, the information is checked, and confirmed with an electronic signature. Finally, the application is submitted to the register:, processing and registration take place automatically in less than one minute.

In the area of Access to funding:

2.    Simplified delivery of humanitarian aid
The Government simplified the procedure for the delivery of humanitarian aid across the customs border of Ukraine. Those that deliver humanitarian aid need to fill a simple declaration, which contains information such as: sender/recipient; place of residence and type of assistance. If the aid is to be delivered to the State, it can be directed to the military regional administration or to the relevant ministry. If the beneficiary is a specific territorial community, it is delivered directly to them.

In the area of State support:

3.    CSOs and charity organisations supported with tax benefits

  • The state provides tax benefits (value added, profit and land tax) to enterprises and organisations of public associations of persons with disabilities. The procedure is regulated under the Law of Ukraine on the Foundations of Social Protection of Persons with Disabilities in Ukraine. The Government renewed the validity of the previously issued permits for the use of tax benefits. Their validity  will automatically continue for the duration of the martial law and for six months after its termination or revocation.
  • CSOs and charity organisations can access tax exemptions for medicines and special personal protective equipment (Draft Law No. 7190 on improvement of the Legislation for the Period of Martial Law). In addition to exemptions, the customs clearance is further simplified.

In the area of CSO – State Cooperation:

4.    The Ministry of Social Policy of Ukraine launched the eDopomoha platform for humanitarian aid
The Ministry of Social Policy of Ukraine launched the eDopomoha (eHelp) platform https://edopomoga.gov.ua for targeted and effective distribution of humanitarian aid. The aim of the Ministry with the platform is to provide humanitarian assistance to war victims, internally displaced persons, and people from vulnerable categories. The platform contains information on opportunities and resources from different sources including the state, business, CSOs, charitable foundations and volunteers.
