Civil society organisations in the EaP countries continue to play a key role in promoting democracy and protecting rights. Throughout 2025, they have experienced extreme challenges, from operating under intensified Russian aggression in Ukraine, to escalating repression of civil society in Georgia and Azerbaijan, to transnational repression of those who work from exile. All of this has happened against the backdrop of massive funding cuts and dismantling of partnership and support structures, leading to devastating impact on humanitarian development and right-based work.
