On 27 February 2020 President Aliyev signed a decree on approving the 2020-2022 National Action Plan (NAP) on promotion of Open Government. The NAP was developed in close participation with CSOs and individual experts and some 90% of recommendations of CSOs were taken into consideration.
NAPs are at the core of a country’s participation in the Open Government Partnership (OGP). The now approved NAP is a 13-page document covering jointly developed commitments in areas such as fighting corruption, increasing transparency, simplification of grant registration, simplification of NGO registration, simplification of legislation on money laundering, improving state services, increasing efficiency of Public Councils composed of CSOs, holding regular meetings with CSOs, etc. Some of these activities were also recommended in the CSO Meter Report for Azerbaijan prepared by ECNL and MG Consulting.
If activities under this action plan are implemented, this will be a ground to restore Azerbaijan’s currently suspended status in OGP.
